Developments after a new suit 2 over 1 in uncontested auctions

North-South have reached a very poor contract. As so often, each of the two players considers that his partner is responsible for the accident. And you, what do you think?

This month we will be looking at:
Developments after a new suit 2 over 1 in uncontested auctions.

Problem 1
WNES
1♠Pass2♣
Pass2Pass4

The facts
Both players question their Heart bids after they missed the slam that was easily bid by their opponents.

Arguments
North: “For me, 4 is very discouraging. I know that I have a good hand but asking for keycards and thus committing to playing 6 Hearts if you have two can lead us to a very bad slam if you have 11-12HCP in a balanced hand. You have to say 3 over 2.”
South: “And you, you have to say 3 over 2♣. 2 is a rebid in the range of 11-14 points, maybe 15HCP and a 5-4-2-2, but cannot be made with your hand, which is worth 20DH. I have no reason to encourage you with a balanced 14-count.”
